I think it says it raises a Pokemon's Attack and Special Attack sharply if it's hit by a Super Effective move.

EDIT: It does seem to be a new item. Plus there are some other ones. (Though we did already know about the ability capsule)

Serebii has finally begun their X and Y coverage, so now I've been able to see what new Pokémon there are. Hmm, only 69 new Pokémon? Hmm... I would've expected more. I'm kind of glad Sylveon's the only new evolved form (not counting Mega Evolutions, obviously) of any old Pokémon.

Still going with Fennekin in X and Froakie in Y, even if Greninja's tongue looks kind of weird, and is making me reconsider whether RP!DS should get a Froakie or not. (I do have a bit of a funny idea for it if I do have her get one, though)

Not sure what other Pokémon I will use in these games, though, nor what else to have RP!DS get, other than her Furfrou and Inkay/Malamar. (and possibly the Froakie mentioned above)

I am sort of toying with having RP!DS get a Flabébé, but I also have an aspiring Fairy Specialist character in mind, so maybe... I don't know...

Keys: Eh, I don't think it's that big a deal. Weather abilities are still useful, even if they have a turn limit like the moves do.

Also, seems like the names were based on axes rather than genome.

But weather abilities aren't affected by the weather stones. Rain Dance user holding a damp rock is more viable than a Drizzletoed now.

Doesn't really matter any much. Weather abilities last 5 turns and in the metagame you only need  6 turns to win (6 one-shot KOs). This change might, perhaps, make the metagame slightly more dynamic by adding an extra strategy value to eject moves. Might make battles less one-shot-y.

Still, it is at least annoying that they would make the effect differentiation between weather moves and weather abilities. And it kinda wrecks Kyogre and Groudon in-universe if they suffer this as well (though there is precedent of abilities having per-Pokémon code, such as Multitype). And if they're nerfing this, they better nerf SR as well.

Oops my bad. I missed the edit. Only Hail and Sandstorm damage got nerfed to 10%.
